ARC would be tough at best, proper settings and a solid knowledge of rods would be needed because of the light gauge of steel on the 2002. Definitely check craigslist for a used mig welder, 115 volt version should be fine for anything you need to do on a 2002.
I have a few welders and even the smallest cheapest one, a Daytona Mig (made by Cebora) does very well even when compared to my Miller. Don't bother wth a gasless mig. It will work but from your discussions in the past I doubt you want an ugly, messy weld job.
I've also used the $90 mig from harbor freight and is not really worth the money or time. The Cebora I have is pretty cheap when it comes to build quality but it welds very well. The Chinese welder from harbor freight is many steps below the Italian made Cebora.
