You might not have the plastic piece that fits into slots in the upper & lower steering covers in proper position.

I'm not sure what joke you're referring to.  It's the part with the copper contact ring that stands up between the upper & lower plastic housing halves, as seen in this article linked below.  It & the steering wheel need to be positioned properly:

Yeah the horn contact button must be precisely aligned to not get stuck on.

The problem may be that I can't identify which is the horn relay versus the flasher relay. See photos. I attempted to replace the relay on the fender not under the dash.  This might explain why the horn went off when hooked up the power wire up to the new relay.  

 

1. Can anyone send me a picture identifying the flasher relay and its location?

2.  What is the best service manual with diagrams?

Update.  Followed procedure and external turn signals working, audible clicking in dash now works, but now instrument panel turn signal light went from one flash to no flashes.  Only choice is to hook original relay back up and see if dash light flashes again.

Rob, it never worked for me either.

 

You can grab a pair of diodes and some terminals and run power directly from available spade connectors on the 2 turn signal fuses at the fuse box, to the pigtail of diodes and then ro the black/white lead to the dash indicator. You don't need to cut that lead. Take a pick and coerce it out of the relay plug.

 

Kudos to Mike Smith for this.
