20F68 would be June 20th, 1968 if I am reading it correctly.  And I think I beat Steve to the punch and he will confirm.

If a car is a 71 model year would it use a 71 block or a could they use a 68?

Most block casting dates fall within the four months leading up to, and including, the car’s manufacturing date. Most head casting dates fall within the four months leading up to, and including, the car’s manufacturing date.

 

I’m guessing that, in this instance, and to @Son of Marty’s point, the car’s VIN and engine number do not match. Alternatively, I’m guessing that the VIN or engine number stamping is of questionable authenticity.
 

Let’s start with a clear photo of the engine number boss.
