Overrider bars. I think they were mostly for decorative purposes. I doubt they add much protection. Front can be used to mount driving lights.

If the bars on your bumpers are curved at the ends and bolt through holes in the bumper ends, then they're aftermarket AMCO (American Carry Products Co) accessories from "back in the day" and are found on some 02s today.  They've not been available for some years, though IIRC Dave Hoovler's dad put 'em on his car when it was new or nearly so, and they're still on the car.  The do provide some protection from careless parkers, but they don't really strengthen the bumpers that much.  

 

AMCO also made those nice chrome luggage racks for trunk lids--my '73 had one on it when I first bought the car.  Original owner had two small children and made at least two California to NC round trips in the 02, so I guess he needed additional luggage space.

 

Strictly speaking, a badge bar (like you see on vintage British sports cars like Morgans and T-series MGs) is a chrome bar that stretches between the front overriders and holds--wait for it--badges, as well as the occasional driving or fog light.

Don't think AMCO ever made an overrider bar for US squarelights with 5 mph bumpers--or at least I've never seen one.  Those chrome tubes would look funny on the satin finished aluminum bumpers, and they wouldn't serve much purpose except to hold badges or driving lights...
