I played around w/ the wiper arms this morning using some of the suggestions above. Thanks for the help. I re-centered the pins using a punch. Like Tom, I found that the pins should probably be a little longer since the barely make contact to the wiper arm frame. I also removed the passenger side wiper to clean the spring hook ends removing some old paint and roughness. I attempted to add a slight bend to the longer end of the springs.
They now stay up in the air, but rest on a hair trigger, snapping back with just a slight touch. Good enough, but probably not how they were when new. I did find it odd that the wiper arms are made in England.
