Keep in mind that the ti advance of 39 was designed around fuel availability in 1970s Germany, i.e., leaded 98.
I have a ti motor with 40's and the tii style dizzy. 33 to 35 gets me about 10 at idle.
38 all in is a bit on the high side for a street motor, depending on CR and fuel quality. I use 33 all in at about 3000rpm. You could try increasing slightly from there listening for pinging (which is hard to hear with dual webers). YMMV
Keep in mind that you can flood the engine pretty quickly pumping twin 40s.
I'd looking into fuel pressure reg as suggested. It could go in the tank area with filter and pump.
Do you have the plastic spacer sleeve on the tank outlet pipe?
How about timing?
What is that stuff on the battery terminals?
We taught that there are two early apexes and the rest are late by varying amounts. It appears you are turning are turning in early in some places and then having to correct. But the video makes it hard to guage distances. You seem to know the track well enough. Let me know pdf opens

I thought the dimple around the hole (so to speak) would bulge upward in your photo. If so, and assuming you are using the solid end of the socket, how does the square drive hole contact the bolt hole? What's in the duct tape? And C- clamp will move it?
