I have some that look like that.

Sprprisingly, the electrolysis goes after the aluminum,

not the steel, so the car can be fine and the spacer a ring of goo...

not burning, though...

Is the car restoring itself? Why remove these spacers if they are going to go away on their own? I would guess that all the owner has to do is regularly check the upper strut mount fasteners.

why not just cut the studs off and file the threads? (actually I am in no place to even comment, mine are still in their home) and this is not me trying to be smartass, I want to take my spacers out but not sure if i can cut the studs.

Put a nut on the stud below were you want to cut them. Next cut the stud and file the cut end until you are happy. Remove nut and file off any bits left sticking up. The end of the stud will rust if you cut it......

Oh yeah, you can buy the short studs from Blunt or other BMW parts seller.
