Turn signal

When my headlights are on my right rear turn signal stays steady on and will not flash. 
 

if i turn off the headlights it will work. 
 

whats going on here?

Locate Hazard switch. flasher relay, turn signal switch, fuses, and grounds and verify connections operation.

Sometimes a simple disconnection and reconnection may get some oxidation off enough to fix. 

After assuring all wiring and grounds are inspected/serviced go on to component inspection. 

The hazard switch has a lot of connections and also become suspect as well.

The flasher relay may not be getting a balanced load.

Check that all the turn signal bulbs are the same (21W) and the connections (sockets and grounds) are clean.

Are the other 3 turn signals working correctly?

Maybe your flasher isn't getting enough juice to work when there is high battery draw with the headlights on?
