confirming toque on diff side cover flanges

Can anyone confirm proper torque spec on these six 13mm hex bolts for the diff?

14 lb.ft.  what exactly does the +2.9 mean?

That means the tolerance is + that number, so 14 (minimum) + 2.90 = max of 16.90 lb ft.

No torque wrench as that is so little torque, use 3/8” ratchet and make it very snug.

Yup, unless you have a inch/pound torque wrench, all torque wrenches, except maybe the electronic, ones are only accurate in the middle of the range IE a 100 ft/lbs is most accurate from 25 ft/lb to 75 ft/lbs before of after that it's just a wrench.
