Easier way, no long lead.  Pull the fuse and wire at the pump.  Check for continuity to ground at either end. A short will show.  No short, go pump shopping.

I think it's this welded steel bracket that's holding the back of the electronic speedo. I hooked the gauges up for the test drive with no dash. Blew the fuse on a bump. New fuse for drive home, actually saw the spark as it blew. Another fuse home, and have 13v while idling between that metal piece and ground...

The only metal I can see it touching is the cover behind the tach...

 

And there are no mounting studs on the back of the gauges to locate the gauges, it's just sitting in there, so it can bounce around. Then it bumps the metal behind the dash...

Figured it out.  Picture to follow.  Wiring is fine.  Previous mechanic added another bracket which, when assembled, placed one of the circuit board power traces on said bracket, bringing it up to 12v, which brought that whole other mounting bracket up to 12v, which would bounce on the metal under the dash board.  The 12v was coming from the green/white wire, which traced back to the 3 pole connector, which ran back to fuse 12, which has the fuel pump on it...

 

Side note; after realizing my spark plug wires were a little compromised, I pulled the plugs to look.  While they all looked fine, none of them were particularly snug in their threads- so hopefully I'll get a little compression back with a proper snugging.
