Emissions testing was declared illegal in our corner of the state 7-8 years ago...seems the state EPA fudged the figures a little bit...

Here's my letter...

Yes, please support S.B. 1224 exempting pre 1981 vehicles from emissions testing.

I am a BMW Specialist Technician at an independent shop in Petaluma CA. Casey MotorSports. I find that the majority of my older car customers drive their cars much less than the newer ones and in general do maintain them much better. A number of these customers own cars that are between '76 and '80 model years. Most of these customers are finding it increasingly difficult to keep their cars in visual compliance of the emissions testing. Some have had to resort to selling their lovingly cared for cars out of state and or as non operational at below national market value due to their status of being required to pass the emissions testing in CA where the very same model of car that is '75 or older does not. The value of these '76-80 cars has been artificially held down by their being required to pass the visual emissions testing. The main issue is that for the '76-80 model year vehicles it is very much increasingly difficult to find emissions equipment/parts to keep them in compliance of the visual portion of the emissions testing. After the passing of the up to '75 model year testing exemption the value of many collector cars that were made just one year after '75 (I.E. '76 and newer) dropped while the '75 and older vehicles continued where they were or in many cases even climb in value. It is unfair to these people that were expecting a rolling 35 year exemption.

Most of the emissions parts for this era of cars are and have been No Longer Available (NLA) for many years (20+ in many cases of my BMW customers). So, finding New Old Stock (NOS, meaning new parts that have been collecting nothing but dust on the shelf of a dealer or other parts supplier for many years)) and used emissions parts are hard to find, very expensive and or sketchy condition at best most of the time especially for a relatively low production automobile such as a BMW (when compared to high production car companies such as Toyota and Chevrolet). I must track down, order and test used emissions parts from reputable Auto Dismantlers and even private parties to try and keep my customers cars in visual compliance... Many times the car's tailpipe emissions are clean enough to pass the test but fail the underhood inspection due to incorrect or worn out components.
