More likely the spring is missing/stretched or the pivot point is gummed-up. In the warm situation, can you reach-in and push the arm (AKA enrichment lever) until the screw hits the stop? You should be able to easily 'waggle' it against the spring pressure...if not: what is stopping it? any mechanical obstruction?

The position of the enrichment lever (once warmed-up) defines the full-throttle mixture and then the idle mixture is set in the tuna-can....so if the lever was stuck, then the full-thottle would have been very rich and your idle mixture leaned-out heaviliy to compensate......so now, with the lever in the 'right' place, the idle is far too lean - causing surging. Time to go thru the blue book re-tuning of idle.
