Odd thing about those holes:  on roundies they were plugged with translucent plastic plugs identical to those used in the inner rocker panels inside the passenger compartment (under the carpet).  On squarelights those holes are left open.  

 

Dunno the factory's reasoning--save a few pfennigs per car, or to allow that void to dry out.  The effect was to allow lots of dirt to accumulate in that area, leading to more rust...but those plugs are quite a bit larger than the rubber plugs originally pictured.

They were closed on my former '72 but are open on the '76 I now own.

I didn't know they were plugged on roundies ether way the area is a rust trap, imagine how much water is flying around there in a rain storm.
