Certainly possible, Jim, but I'm still working on the hypothesis that U.S. tii's received chrome hinges up through the end of the '72 model year, even though non-tii's were generally black metal for the '72 model year. See Post #16 in the following:

Most of these '69 - '73 seats have dated tags inside, which would largely resolve the issue.

I can't make out the location from the tag, but, the 2009 Ebay Seller was from Covington, LA.
