What is this Bracket # 3?

What is it for and why do some have it and some dont? Do i need one?

supports the weight of the plenum more directly than the banana tubes can,

Both the V-shaped bracket # 3 and the straight piece # 9 support the intake plenum. If not for these, then all the weight of the plenum and throttle body would be supported by the vertical bracket from the engine block/starter. This would (to me) put more stress on the plastic-type U-shaped tubes.
