That's a dashpot that's designed to keep the throttle from snapping shut when you release the accelerator pedal.  It's part of the emission system that was used first (I believe) in late 1972 when the two barrel Solex carb and E12 cylinder head was first fitted, and continued 'till the end of production in 1976.

 

Allowing the throttle to close slowly prevents unburned gas from exiting the exhaust; it's also kinda disconcerting to let off the gas and realizing the throttle is closing slowly.  There's no linkage on your Weber that aligns with the adjustment rod, so it's not fuctioning on your car.  If you remove it, be sure and plug the vacuum port at the other end of that vacuum hose.

As with you other post I believe this is smog control stuff. Lots of threads on de-smogging your car. Depends on where you live but if you are in California I believe you will need that stuff for a 76. (Consider adding your location in your profile so people can help you better).  I believe 76 cars are worth less $ in California because of this. It's a big giant pain keeping them up to smog specs. That's my 2 cents. Hopefully someone in your area can help you better.
