Sloppy tranny help!!

So the 65 1800ti suffers from extreme sloppy shifter. What's the cause on the early long neck trannys? I've worked on the late 02/e21 trannys but never on long early ones! 

Do I have to drop it down to replace said part? 

Is it #23 on the top diagram?

My 2000 has a 245 trans but both levers are similar above the lower half.  The upper handle has two rubber bushings in it that get worn and causes upper lever to be loose.  If you can undo the part that attaches to the horizontal rod (this was a major pain, trying to work above the driveshaft), then remove the big circlip in the shifter hole of the tunnel and pull the entire lever out.  On a workbench you can remove an internal circlip in the upper half to get to those bushings, you can't do it in the car.  Not familiar with early trans but also replace any fitting/bushing in the horizontal rod fore and aft as well.
