Given that you have posted no photos, we can't say whether or not it is a bona fide turbo wheel. But 9 out of 10 "turbo wheels" on eBay are simply sport wheels from a 320is! You're going to need to post a photo.

that's a 320 wheel however the 3 spoke part of it is the same design as a turbo.

I was told that the flat horn button was specific on a 02 turbo. Button is flat, not round shaped

If you float it in a tub of water does it spin clockwise? The turbo ones do. The others spin CCW. Allegedly. [emoji317]

A Turbo wheel has a solid hub, horn contact pin, hard plastic flat horn button and a narrower hub surround with a slightly different design similar to the Petri Sport wheel. The e21 wheel has a horn button that is thicker with a rubberized coating over it, a collapsable black hub, horn contact ring, and a different plastic hub surround. It will not mount to a 2002 without modification. As another member pointed out the wheel portion itself is identical. The later e21 3 spoke wheel is also the same design but is completely coated with foam rubber. The wheel in the pictures is definitely the e21 variety.
