What Is This Rusty Piece?

I am very slowly working through patching some rust in the floors of my '69 1600-2.  As part of that process, I'm discovering more rust.

 

On the passenger side I saw this today through an access hole.  I think that this is the inner wing, but I am not sure.  Any ideas?  I haven't poked around in the hole or taken the fenders off yet so I don't know the extent of the damage.

If you find rust in your right rocker panel or floor area, that's probably the source of the water that caused it...I think you'll find that rust hole communicates directly with the great outdoors, and is strategically placed to catch all the water and dirt (and road salt, if applicable) thrown up by your right front wheel.
