heat shield so fuel in the carb doesn't boil on a hot day. If you don't use a spacer and don't have any problems with hard starting on a hot day, you don't need one. If you do, you do.

As an additional thought, I have seen some folks employ several gaskets., not just for heat related issues. Subject to space limitations (that hood sure is low) I have heard the notion that the additional height materially affects the torque characteristics of the engine - sort of like tuning via intake manifold length.

I don't necessarily subscribe to this theory, but I am unable to dispute it.
