Turbolader Charge pipe regulator

Can you guys explain how the charge pipe voltage regulator (with boost adjustment) works. I had it off when I put in a new starter and am stumped.

It IS absolutely NEEDED.  If you remove it and leave the hose to the injection pump open or block it off you will never get your car to run correctly!  It would be possible to simulate it's operation (less the altitude compensation part) with a couple of one way valves and some kind of adjustable orifices.  To explain the operation of the "Altitude Compensator" here in just a few lines is impossible as it works more as an air bleed to adjust mixture off boost and a blow off valve when on boost.
