DHL offers global tracking. I would think if you offer to pay the shipping, that using DHL with tracking would eliminate the German shipper's risk.

check out shipnex.com, you could create the shipment yourself and all he'd need to do is package the item. They'll pick it up from his house. They contract with a local shipping company, in my case it was fedex. I sent a large item via shipnex.com, it was ~$250 cheaper than fedex...fedex came to my door and picked it up.
