It looks like there are some things to clarify. First, if i don't have the con rods tightened but the main bearing bolts torqued the crank can spin by hand. But as i tighten down each con Rod the crank gets harder and harder to move. I tried Plastigauge and that's where i got my .025mm of clearance. However that was only on one of the cylinders. i will check tonight the other ones. Also it appears i may have been putting the caps in backwards, all i know is that i am putting them in the same way as when i tore the engine down. However i don't know the history of this engine so i will try it as suggested. I will report if i have any update. Thanks for the help so far.
