I dunno, it's too skinny to be the valve cover vent tube. too fat either to be fuel line or vacuum. what kind of residue is inside the tubing? how about an old coolant hose that runs to the choke removed at an earlier time and just now fell down?

Yup. And thanks. I pulled my a/c about a year ago and that tube just kind of stuck through the carpet. I must've kicked it through when I was messing with the passenger seat sliders. Not related to the fuse-box that I also was working on at the same time.
