Low as in 0 - 10, 50, 80, 100, 120?  If the car runs, warm it up, pull all the plugs, prop the choke open, run the compression test for each cylinder, write it down.  Squirt some oil down the spark holes, repeat the compression test for each cylinder, write it down.  Adjust your valves, repeat the compression test for each cylinder, write it down.  Post the results here.
