That definitely looks like it was cut. How long have you had the car? 

If you have access to a wiring diagram, that can help you id the wires on your stalk.  12 fuse wiring diagram 2002.pdf  This one show the WS (white) wire going from the switch (49) to the two hi beams.  You need to trace the WS (white ) wire from the lights back through the engine bay to the relay and from the relay forward to the firewall under the dash to see where the other pat of the white terminates.

We've had it for about 11 months. Haven't done any electrical work so far, just tackled the high beam issue this weekend.

 

Will do! Got a test light and plan to see if the output of this wire still works by engaging the switch while using the test light. Would that work? 

 

Wonder why it has been cut... Perhaps it was causing a short of some sort? Will see soon I guess.

That should work if you have the light on, car running and ground the tester to anything metal in the car that is screwed into the body, activate the switch and you should see power. 

 

And yes it is possible the prior owner (PO) had a short and fixed it by disabling the wire.  I found a bunch of wires cut under my dash when I bought my 1970, and I spent weeks sorting out all the electrics.

 

My advice is get the Haynes manual and blow up the wiring diagram for your car, you will find it is really helpful for any electrical problems you encounter.
