engine and drivetrain build time

wondering your opinions on engine upgrades? i am looking to modify my 02 and i find my self looking at cams and diffrent intake options. so what works? i find that dual side drafts are out of my budget. single 45 side draft from topend perf is possible but what cam would best suit it works compression at about 9.5 to 1 with mild head work and header with full exhaust? please help

Absolute bang- for- buck would be a reground cam (Ireland or others)

and a 38/38.

And ST sway bars, Kyb shocks (or Bils, for more money)

and maybe the ST springs.
