well....it clearly did since several of us have mid-80's e30's that are Lapis....  

 

a google search on "bmw 2002 colors" finds many pages of the 2002 color charts and lots of cool 2002 pics!

Yes.  Shown above are three different color charts for 1983, 1985 and 1987 clearly showing Lapisblau or blue as a color choice.  We can assume that it was probably also available in the intervening years (1984 and 1986).  It was not available in 1989, however.  

I haven't found any color charts showing that it was a factory color for the 2002, however.

G-Man is correct; the serial number of this car is 8 before mine (2780675), and if i recall correctly my build date was Dec 12, 1973. That is the closest car to mine that I have encountered yet!
