Horn not working

My horn has never worked. I can remove the steering wheel and get the horn to sound by touching a screwdriver between the stalk(?) and the brass ring surrounding it on the column. When I put the steering wheel back on, nothing.

Based on the photos below, am I missing any parts? Thanks in advance for your help.

See that empty hole?

You are missing the carbon pin. A spring loaded brass rod in a plastic housing that plugs into the horn button or pad on the steering wheel.

You need #4.
