...it's moving the hand grip. Over time, the grip slides forward, covering more of the button. It can be fixed more easily on a hot day, or you could try a hair dryer or heat gun in the winter. Heat the grip up, then push it rearward on the handle. It should slide back and allow more button travel. I had to do this about once after each summer of regular driving.

Or the lazy, caveman way is to get a larger, deep well socket (about a 17 or 19mm) that fits over the button with room to spare and give it a whack with a hammer to seat the handle back down.

If you have to do this weekly, then it is time to get a new plastic handle.
