For what it’s worth, I don’t believe the early cars, e.g., ‘66 through ‘69 models, used the center hoop arrangement. My ‘67 and very early ‘70 (manufactured September 8, 1969), way back in the day, didn’t have the center hoop. The early cars simply had male and female seat belt halves for each seat.

 

I believe the center hoop arrangement began in ca. 1970 and was used until approximately the beginning of 1972 — at least on U.S.-spec cars — when the self-retracting Autoflug system was implemented. And I believe that the retracting belts might have been U.S. DOT-mandated, effective no later than January 1, 1972. Please check my work here!
