engine and drivetrain 2002 tii after 7 years idle

I have found a 2002tii which has not been running since 1996. Before buying I'd like to judge the engine. But to start it right away doesn't seem a good idea. What should I do apart from spraying penetrating oil through the spark plug holes? What about the Kugelfischer pump?

drain old gas,replace fuel lines,get o-rings for suction valves on top of pump,clean fuel filters fuel tank pickup,electric fuel pump,replace in line b/4 pump and banjo fitting on front of k-fish,don't lose that small screen.Check linkage to pump from pedal. Cross fingers,turn key,wait10-15 seconds engage starter.If you dont replace fuel line or o-rings expect fuel leak some where.
