Can someone explain bolt grades to me??

i found this chart awhile ago. click on the link. pretty much it consists of one companys guidelines for bolts and fastners.

I just did some messing about with my seatbelts. Turns out that the bolt is not metric, but 7/16-20. (The same size and pitch was used on the 2002 and E36, so I bet it is some sort of federal regulation)

Anyway, these seem to be available only in Grade 8 hardware. What is the spec between Grade 3, 5 and 8??

There are also grade 8 washers (looks like a waste of money) and grade 8 nuts. If one could find the appropriate pitch in a grade 5 nut, what possible difference could it make???
