Sunroof paint

So my Father-in-laws 2002 had a bad sunroof seal for a while. He never fixed it and the the sun-roof it's self started to bind until the plastic clips at the end of the cables broke. I am now fixing this but the underside of the roof in the area where the sun-roof retracts has light rust and the paint is flaking off (paint flakes in the tracks are what caused the sun-roof to bind). The paint almost looks like it's fuzzy.

I've scrapped and vacumed out the loose paint and treated with a rust inhibitor. What would be a good paint to apply to this area before I replace the sun-roof? Of course I'm usind a small, long handled roller between the headliner and the underside of the roof.
