Having trouble getting paint to stick to the radiator

It is a new stock radiator- after mild use and sitting for a year the paint just flaked off of the top tank. I lightly sanded it and used air to remove all of the flaking and repainted it flat black spray paint- and after a few hours at it flaked off in a couple of spots. What is a good way to prep the brass? and what is a good type of paint to use?
