Slightly inaccurate; you have to reduce only the part of the total fee that is based on the car's value, then add the rest. Also, if you have a bill based on the old rate it is smarter to pay it and get the refund, rather than have your registration rejected for underpayment. By the way, anyone with a 2002/1600 pays such low fees already it is a minimal difference whether or not you pay the old or the new rate.
