Voting program creates a cookie based on some criteria (generally IP of computer posting to that server) and stores a flag saying "voted". The code of the voting program first checks for the presence of the cookie and then the status of the "voted" flag. If found you get the "you've already voted" message

Stored cookie on your computer... common trick.
