Take the spark plug wire off and check the fitting of the distributor cap. distributor cap should go in one way only ( I found out this weekend) there is a grove on the distributor that the cap will engage in. Then from that point on, take the cap off and find the grove marking on the distributor. No matter what position that is, the #1 plug wire goes there. #1 cylinder is the one closest to the radiator. work clockwise to the sequence 1342 wires and you should be set.

As you mentionned, the vacuum line or diaphragm has nothing to do with the settings.

1- Put your engine at TDC on cylinder #1

2- Align the rotor's notch with distributor's notch

3- Put cap back and plug wires starting with #1, #3, #4 and #2, going clockwise and #1 being at the notch.

4- Now your motor has zero advance/retard.
