Update:
Problem solved.
In my case my signal switch on the column was bad.
This is what I did during this issue that may help someone.
First, I purchased one of those laminated wiring diagrams.
This really helped me "see" the circuitry. I highly recommend this.
Second, I methodically cleaned and every ground location.
Third, replaced all signal bulbs, even if they checked out ok.
Fourth, I made a table on a sheet of paper and checked for voltage at each
location on: The hazard switch, the relay, the main plug (white one in my case), instrument panel and the turn switch.
This allowed me to record each leg of the circuit. Ultimately, the signal switch was the culprit.

I would check the relay based on your last post.
You might try giving it a little tap with small wrench.
Also the EL-13 relay mod might work for you.
