There's a number of ways to suck in the front bumper. I forget where, but one of our usual parts suppliers sells basically tubes that replace the bumper shocks and suck the bumper in closer to the body.

Or, you can do it the cheap way.

****SAFETY THIRD**** Wear Eye Protection when attempting the following...

Take a small diameter drill bit, and drill into the shocks holding on the front bumper. Oil will exit at extremely high velocity. From that point you can slide the bumper in as close to the front of the car as you wish. Then a couple of self tapping screws driven into the shocks to hold it in place.

Then address the side bellows which I think are unobtanium these days so don't f* them up. You can cut them and ovelap for a shorter fit.

Save them for what? ;-)

I saw the TEP kit and generally their stuff is top notch! However, in this case the easy and cheap worked out well!

Oh and one more thing I forgot in my original post, you will have to modify the bits that cover the shocks from the top, but this is pretty obvious and easy to do as well.
