what are these holes for

I don't know what year your car is (it always helps to post that) but I agree with Tommy and Bill above, but, if it's any help, at least on my ' 75, the bottom two holes (closest to the driver) are for the brake booster bracket and the one above is for a wiring harness clip. The front two are also for wiring harness clips - the upper one for the main harness going toward the battery and headlights, and the lower one takes the smaller branch of wires that go to the the solonoid. I also have one more clip for that branch that is down lower, just above the frame rail. Hope this helps a little.
