engine and drivetrain 320i engine and weber Carb problem

Just got my engine fired up today, but when it runs its like somebody just mashed on the throttle. The engine is a 1.8l out of my 320i. I installed a weber 32/36 on it. Throttle cables are not hooked up yet. I don't know much about carbs, but I did some reading and couldn't find anything on my problem. Here's a little more info on the car. It has the e21 head, so the FI holes are closed up. I am also running headers and an electronic ignition with a e30 318i ignitor box. The idle screw for the throttle is all the way out and the mixture screw is all the way in. I thought that the car should sputter and lean out if the mixture screw is all the way in? I'm not sure what size the jets are, but they were on the previous motor and ran fine, but then again it was on a 2.0 and not the 1.8. All this is happening right when i start the car. Any help is appreciated, thanks!

Open the choke butterflies (if closed) and see if the throttle butterflies are lodged open (bottom of the carb neck). Perhaps they stuck...is this a new Weber? Did you clean it up and ensure everything was moving right? That sounds like the most likely culprit.

Checking the throttle plate to see if it was open was one of the first things i did, and they are closed. Also, this is the model with the water choke. Not sure if that makes any difference though.

i think you have an air leak. If you have the idle speed screw all the way in to turn up the idle, it does not matter where the idle mixture screw is. The idle system is either working through the progression holes only and the main circuit. The idle mixture screw only controls the mixture when the throttle plate is closed.
