Back when I was about 7 or 8 years old a friend of mine had something like that his father had made out of plywood, a vacuum cleaner motor, and some sort of shower curtain type material for the skirt. It actually worked, but had no means of side to side propulsion so you had to sort of push yourself along with a stick as if piloting a raft.

they'd need some mighty long extension cords, and they'd probably get them all tangled up in the process :)
