is fuel filte supposed to be full of fuel?

I noticed my inline(under hood) fuel filter didnt seem to have much flow in it. it is small and clear, i can see the filter inside the housing. at idle(extremly low rpms) it doesnt look like much fuel is going in the filter housing. when i rev it up i can see more pouring in, but it never fills it. is this normal, or do i have a fuel pressure issue?

.........NORMAL function of mechanical - low pressure fuel system -

the fuel flows unobstructed through the gauge - not filling the filter completly - use a tii metal filter like me and then you don't see what's bothering you.
