exhaust hanger setup Q

I'm looking at the hanger mount off of the transmission on the '73 tii trying to see how it should be set up. The hanger has 2 holes that match up with the respective piece on the exahust. It looks like I am missing one of the bolts. The other one has a lot of sludge and such around it, is attahed to the exhaust and sort of rests through the hole of the hanger attached to the tranny, but is not attached to it. Is there supposed to be some sort of bushing in here that has since deteriorated? Would it be a problem if I just ran a bolt through the two pieces and bolted them together? I'm guessing this is set up to allow some amount of vibes. My exahust has become a little shaky in the last couple of days, and after replacing the rear rubber hangers I've traced it down to this point. thanks!

Is that bushing bolted between the 2 plates or is it held captive by the plate that bolts to the trans, I'm missing them as well.

.... the rubber bushings are 'held captive' in the trans bracket - with a flat washer on both sides, and a metal tube inserted into the rubber - all for insulation against vibration and noise. Don't drive with out it !
