Are metric and SAE lines close enough that I could put a 3/16 inverted flare fitting on the end of a 4.75mm OD metric line? I want to adapt a metric line to run wilwoods and trying to minimze the use of adapters for a cleaner installation.

Not too tough to make an inverted flare at home, compared to a hand made metric bubble flare.

Buy the metric line to get the bubble flare, and make your own inverted flare on one end (there's only 0.002" difference in the nominal tube OD between 3/16" and 4.75 mm.)
