Headrests on a 72 lowering?

Ok, I give up,is there a way to lower the headrests closer to the top of the seat back.Tried pushing from the backseat, the way I did it years ago on my first Tii.No luck.....

They may be stuck, spray a little penetrating oil on the chrome shafts. Mine were stuck in the down position and I asked about it here as well. I wound up taking the backs off the seats and tapping them up a little but yours should be easier since they're already up. Try the pb blaster and then push down again after fifteen minutes. That may do it.

will not stick again. Remove the rust with a wire wheel or naval jelley. Then paint with something until you have them re-chromed
