Any suggestions for removing gluey residue?

Previous owner had some sort of foam under the hood as an insulation material. However, when removing it, it left gluey gunk all over the hood along with a little bit of the foam. I've tried soaps, a fibrous scouring head on a drill, but it doesn't want to come off. Any suggestions? I prefer not to use something highly toxic if at all possible?

I use Grow Automotive 1705. It's similiar to 3M Adhesive Remover, but a lot cheaper. Available @ auto paint stores (cheaper by the gallon, but available in qt. cans). Will not harm cured paint.

yep...i 2nd that it might take more than one application though....depending how thick the gooo is

spray it on, let it soak, then you may want to try a plastic throw away trowel to scrape it off..it won't scratch the paint like a metal one will
