to cut and replace a whole quarter panel vs patching? If labor is the only cost involved. (I've got to NOS quarters that are collecting dust) I would think that replacing both a wheel arch and rocker portion of a quarter panel approaches that magic numer.

i guess it depends on the level of restoration youre doing but if i had the 1/4's i wouldnt dick around with patches. i hate filler

I replaced one in my car and that thing must have 3,754 spot welds. The experience of a lifetime...

If you have the parts already but are paying someone to replace them, just have them replace the whole thing, it'll be cheaper.

Plus unless you have a good shop do it, you'll probably get some hacked lapped over welded warped nasty job with lots of bondo all over it...
