Fuses 1 to 6 show no power

So I am checking power to fuses to see if I can get the wipers and horn to work, hook up one end of the test light to the negative side of the battery, fuses 7 to 12 have power on both sides of the fuses with the key on. However, fuses 1 to 6 show no power is going to the fuses on either side. They all deal with the lights that work. Wiring harness looks intact, can't see anything that looks out of place, did replace the brake light switch, short in trunk for rear light, any thoughts on electrical stuff. If there is nothing going to fuses 1 to 6, why would lights work at all?

If fuses 1 to 6 do not show any voltage, then try to find what feeds them. Is it possible that they are fed from the ignition key? If so, look for a loose wire near the tumbler.

heads lights aren't wired through 6 fuse box. I'm trouble shooting same type of issue. Have fun.

Haynes has a good schematic of North American wiring and they ahve been posted here too.
